On Wednesday an aide to Congressman Barney Frank (D-Massachusetts) told The Hill that both the White House and House Speaker Nancy Pelosi (D-California) back the strategy of using the defense bill to attempt to change the 1993 law which strictly forbids homosexuals from serving in the military. That law has often been confused with Bill Clinton's "don't ask, don't tell" directive, which was never approved by Congress.

While admitting she is not surprised at the Democrats' plan, Elaine Donnelly -- president of the Center for Military Readiness -- says not even all Democrats will go along with it.

Elaine Donnelly"I do expect a fight, and it hasn't even begun," she observes. "I think the members of Congress are beginning to get up to speed on this issue. It was settled a good 16 years ago -- and they're starting to realize that the legislation to repeal the 1993 law would have serious, radical, harmful effects on the culture of the military.

"It would cause enormous morale and discipline issues that we don't need," she continues, "and it really would offer nothing positive in return."

Donnelly says even Barney Frank admitted to a homosexual advocacy newspaper that passing repeal legislation on the Senate side "would be no slam dunk."
