Will Sebelius sign 'common ground' abortion bill?

Kathleen Sebelius (Health Secretary Nominee)The nation's potential Health and Human Services secretary, Kansas Governor Kathleen Sebelius, is being tested.

The Kansas legislature has passed a bill requiring that an ultrasound image or heartbeat record be provided to a mother within 30 minutes of having an abortion. Other provisions are designed to reduce coerced abortions and provide women with greater information.

Brian Burch, who heads the group Fidelis, notes the bipartisan support of the measure. "The goal of this legislation was truly to find common ground on the abortion issue -- and many, many Democrats voted for this," he points out. "I believe the vote in the Senate was something like 37-to-2."

Yet Sebelius during her tenure as governor has been hostile toward such measures, he explains. "As governor she vetoed several bills -- parental notification bills, legislative efforts to regulate abortion clinics that were known to be unsanitary," says Burch.

"President Obama has nominated her to be his Health and Human Services secretary, and she's tried to convince people that she wants to find common ground on abortion," says Burch. "Well, what better way of proving that than by signing this bill -- and thus she will be tested here."

Politically, adds Burch, the governor really has no choice but to sign the bill.
